In a decisive move to strengthen the protection of Waqf properties across Gujarat, a united community coalition led by Jamiat Ulema-e-Hind (JUH), Gujarat, along with the Gujarat Waqf Coordination Committee, has submitted a comprehensive “Service Offering Proposal” to the Chairman and CEO of the Gujarat State Waqf Board (GSWB). The proposal demands a full-scale, collaborative effort to achieve near-100% registration of Waqf properties on the Umeed Portal within the crucial six-month extension period secured recently.
The joint committee, active across 28 districts of Gujarat, reaffirmed that their field teams are fully prepared to begin immediate statewide mobilization. However, they also stated that the ambitious target can only be achieved if GSWB promptly removes key administrative and policy barriers that have historically slowed registration.

Titled “Project Umeed: Collaborative Service Offering,” the proposal expresses gratitude for the extension but stresses that this six-month period must be treated as the final, non-negotiable window for compliance. The JUH-led coalition asserts that while their volunteers can deliver large-scale ground action, the Board must simultaneously implement essential reforms to efficiently process the expected volume of applications.
The proposal outlines ten strategic action points necessary to overcome longstanding bottlenecks. These include increasing Waqf Board meeting frequency to bi-weekly, authorizing JUH’s trained technical volunteers to assist directly at GSWB offices, and approving a clear documentation process that accepts notarized affidavits, indemnity bonds, and local testimonials where original documents are missing.
To address performance and backlog issues, the coalition has demanded the creation of a Fast-Track Desk to clear pending applications within thirty days, along with the publication of a Master Target List and Daily Status Dashboard to ensure transparency and public tracking. Governance reforms proposed include establishing a Temporary Administrative Authority (TAA) for complex cases and forming a Community Dispute Panel (CDP) comprising respected Ulama and Akabirs to resolve minor disputes outside formal litigation.
The cover letter emphasizes the coalition’s statewide network, capable of conducting high-intensity registration drives across multiple districts simultaneously. The committee urged GSWB to issue formal approval and an implementation plan for the ten-point reform package.

“We are prepared to deploy our resources immediately upon receiving the official go-ahead. Without a strong collaborative commitment from the Board, achieving near-100% registration will not be possible,” the delegation stated.
The GSWB is now expected to evaluate the proposal and respond with policy decisions that will shape the legal future of thousands of Waqf properties in Gujarat.
