Consisting of 15 sittings across a 19-day schedule, the winter session of parliament begins Monday and continues until December 19, with the government ready to line up 13 bills, including major economic and national security ones. The other bills include the Central Excise Amendment Bill, 2025, and the Health Security National Security Cess Bill, 2025.
Furthermore, Finance Minister Nirmala Sitharaman is anticipated to move the bills in Lok Sabha, aiming to replace the current GST compensation cess on “sin goods” like tobacco and pan masala with a revised excise levy. The move, as reported by Siasat TV, is intended to ensure the existing high taxation levels on such goods continue, but at the same time a more stable revenue stream for national security and public health spending is created.
The opposition on Sunday also indicated that it was open to discussing SIR. It is reported by the Indian Express that the government said to the opposition that it would talk about the SIR issue, and the negotiations were first conducted at an all-party meeting during the meetings of the Business Committee (BAC) of the Rajya Sabha and Lok Sabha. The government also plans to table the Atomic Energy Bill, 2025, aiming at opening India’s civil nuclear sector to private participation. Additionally, the government is set to be prepared to introduce nine additional pieces of legislation.
Bills Set to Be Introduced in Winter Session
Along with the bills mentioned above, the winter session will have the National Highways (Amendment) Bill; this bill aims to enable faster and more transparent land acquisition. The next bill set to be tabled is the Corporate Laws (Amendment) Bill, 2025. It includes the changes to the Companies Act 2013 and the LLP Act 2008. Alongside this, the Securities Markets Code (SMC) Bill 2025 will be introduced. Meanwhile, the focus of the government is on pushing its legislative commitments, and it has conveyed its willingness to commemorate the 150th year of Vande Mataram.
