Sanjay Roy, the prime accused of the rape and murder of a 31 year old doctor at Kolkata’s RG Kar Medical College and Hospital, was reportedly not an employee of the Institution. However, he was frequently seen in the hospitals, raising concerns about security and unauthorized access.
Roy was employed as a civic volunteer with Kolkata Police. Civic volunteers are contractual staff, assisting police in various duties such as traffic management and disaster response. Unlike regular police personnel, these volunteers receive a modest monthly stipend of around ₹12,000 and do not enjoy the full range of facilities provided to permanent police staff.
Roy reportedly began his services as a civic volunteer with Kolkata Police’s disaster management group in 2019 before moving to the police welfare cell. He was later stationed at the police outpost within RG Kar Medical College, where he gained access to all departments. According to reports, Roy was involved in a racket within the state-run hospital, charging patients’ relatives for securing admissions. Additionally, he allegedly extorted money from families to find beds at nearby nursing homes when government hospital beds were unavailable.
Despite not being a regular police officer, Sanjoy Roy reportedly used his connections to stay in police barracks on occasion. He was often seen wearing a t-shirt with “KP” (Kolkata Police) written on it. Roy introduced himself as a member of the Kolkata Police, leading many civic volunteers to mistakenly believe he was an actual police officer.
According to reports in local media, Roy admitted to the crime soon after police started questioning him. The reports say he showed no remorse and said nonchalantly, “Hang me if you want”.
The accused, a civic volunteer with Kolkata police, was charged under the charges of sections 64 (rape) and 103 (murder) of the Bharatiya Nyaya Sanhita and sent to 14-day police custody on Saturday.
