Days after the collapse of a five-story PG building in Delhi, Satya Niketan, a survey of 2,453 PG accommodations across the city revealed that only 31 properties have No Objection Certificate (NOC) from the Delhi Fire Service, the MCD data reveals as reported by the Indian Express.
Out of 2,453 PG buildings, the survey revealed that only 726 PG buildings have sanctioned building plans and only eight have structural certificates. The survey was conducted in all 12 zones of the Municipal Corporation of Delhi (MCD) after the Delhi High Court questioned the civic body.
Documents for structural stability, occupancy certificate (OCC), and compliance with the Master Plan for Delhi (MPD) were included in the MCD survey.
Indian Express highlighted that Civil Lines, which has Delhi University’s North Campus, records the highest number of PG properties with 608 accommodations, and in these, 364 had sanctioned building plans. 28 had fire NOCs, and 27 of them had regularization approvals.

In Keshav Puram, 410 PG properties were surveyed. Only 54 had sanctioned building plans, while two had fire NOCs and two had structural stability certificates. None had an occupancy certificate, the report said.
It was further reported by Indian Express that in the south zone which covers areas of Delhi University’s South Campus, IIT Delhi and Jawaharlal Nehru University, none of the 390 PG properties surveyed had a Delhi Fire Service clearance, structural stability certificate, sanctioned building plan or occupancy certificate.
It was further reported that at Keshav Puram Zone, which has the highest number of PG properties across the 12 MCD zones, with the number counting at 410, only 54 of them have sanctioned building plans, two have structural stability certificates, two have fire NOCs, and none of them have occupancy certificates.
As reported by the Business Times, MCD says regularization is the process of bringing certain unauthorized constructions or developments into compliance with applicable rules, subject to relevant policies and payment of prescribed charges.
On the 6th of September, a five-story paying guest building in Delhi’s Satya Niketan area collapsed. The dilapidated building came down while the students were inside it. The collapse claimed the lives of at least 7 people and injured others.
