Monsoon Session Enters Final Week- Showdown Expected in Parliament as Treasury and Opposition Clash

New Delhi, 7 August 2023: All eyes will be on Parliament as the final week of the Monsoon Session begins, where it is anticipated that the Treasury and Opposition Benches will once more clash.

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023 will be introduced by Union Home Minister Amit Shah for discussion and adoption in the Rajya Sabha. As a result of the Biju Janata Dal (BJD) and the Yuvajana Sramika Rythu Congress Party (YSRCP) of Jagan Mohan Reddy announcing their support, the administration has enough votes to easily pass the Bill.

Right now, the situation is as follows

The BJP has 92 MPs, including five nominees, and 103 MPs when counting its National Democratic Alliance (NDA) partners. The AIADMK has four MPs, while the RPI (Athawale), Asom Gana Parishad, Pattali Makkal Katchi, Tamil Maanila Congress (Moopanar), National People’s Party, Mizo National Front, and United People’s Party (Liberal) each have one. The NDA will easily surpass the present midway point of 119 to sit at 121 when the nine MPs from the BJD and YSRCP are added. This number may increase as the government gains the support of organizations like the Bahujan Samaj Party, Telugu Desam Party, Janata Dal (Secular), and Sikkim Democratic Front, which each have one member.

Contrarily, the Congress (31 MPs) and its allies in the 26-party INDIA bloc have at least 98 supporters, including the 13 MPs of the Trinamool Congress and the 10 MPs each of the DMK and Aam Aadmi Party. The CPI(M), Janata Dal (United), and Rashtriya Janata Dal (RJD) each have five members, while the Nationalist Congress Party (NCP) has four. The Telangana government’s ruling Bharat Rashtra Samithi (BRS), which is not a member of the INDIA coalition, has also made the decision to oppose the Bill. There are seven MPs.

The Congress is gearing up to lose the war, but not without a fight. On August 4, the party sent a whip to its members requesting that they remain in the Upper House until its adjournment on Monday. On Sunday, the party reminded its MPs. “Be affirmatively present in Rajya Sabha beginning at 10.45 am till the House adjourns on Monday, August 7, 2023, and support the party position, as significant items of Legislative Business will be taken up for voting. In this regard, a three-line whip has already been issued.

It would be fascinating to observe how the vote turns out given that the opposition parties are reportedly split over the plan to halt House procedures in order to make Prime Minister Narendra Modi give a speech to the Rajya Sabha.

The Registration of Births and Deaths (Amendment) Bill, 2023 is another item that the Rajya Sabha is expected to discuss and vote on. The Bill has already received Lok Sabha approval.

Rahul Gandhi’s lok sabha membership 

Rahul Gandhi’s restoration as a Lok Sabha member will likely be brought up in the Lok Sabha by the Congress and others, according to Manoj CG. The opposition party criticized the BJP on Sunday for the delay in restoring Gandhi’s membership in the Lok Sabha and warned that if it didn’t happen today, Gandhi might file a case with the Supreme Court on Tuesday. Gandhi is expected to speak during tomorrow’s Lok Sabha debate on a resolution of no-confidence, according to the Congress.

Bills to be discussed 

The following four bills are on the Lower House’s Legislative Business list for discussion and passage: 2023 Digital Personal Data Protection Bill; Anusandhan National Research Foundation. The Pharmacy (Amendment) Bill, 2023, and  The Mediation Bill, 2023. 

At noon, Prime Minister Narendra Modi will take part in a celebration of National Handloom Day at the Bharat Mandapam convention center in Pragati Maidan, New Delhi.

To resolve local development difficulties, the chief minister of Karnataka, Siddaramaiah, would preside over two rounds of discussions with ministers in charge and the MLAs of the districts of Tumkuru, Yadgir, Chitradurga, Bagalkot, Ballari, and Dharwad. The discussions are being convened in response to accusations by Congress MLAs that the Congress government is failing to address neighborhood development issues in their districts and bases of support.

According to party sources, Siddaramaiah and Deputy CM D K Shivakumar would both attend lengthy talks with ministers and Congress MLAs until Wednesday. Congress leaders have announced that these discussions will be held in the chief minister’s official residence “Krishna” from 11 am to 7 pm, with a two-hour break from 2 pm to 4 pm. The Congress high leadership gave state ministers the riot act last week at a meeting in Delhi and warned them that there would be no tolerance for corruption. During the conference, a number of leaders voiced their displeasure over the ministers’ lack of accessibility.

Kerala Assembly’s Monsoon Session will open with an obituary for late Congress leader Oommen Chandy, who passed away in Bengaluru last month. The House will debate a number of Bills during its 10-day session, including one to replace an Ordinance that the Left Front government issued regarding the safety and security of persons working in the healthcare industry. A conflict between the Treasury and Opposition Benches is anticipated to result from recent contentious remarks made by Speaker A. N. Shamseer, police action following a microphone malfunction when Chief Minister Pinarayi Vijayan was speaking at an event, and the government’s stance on the media.

The Merchants’ Chamber of Commerce will organize a session titled “Ethos of Indian Constitution- Unity in Diversity” at the Park Hotel in Kolkata from 4.30 to 5.30 p.m. Former President Ram Nath Kovind and Governor C V Ananda Bose will attend.
